Beat the elite 4 and do the task celio wants you to do...you also need to obtain the national dex

By beating the Elite Four for the second time and beating all the things you need to do on the Sevii Islands.

You need to beat the Pokemon league. Then you will gain access to the cave

First, defeat the Elite Four. Then get the Ruby and Sapphire for Celio on One Island. The Ruby is in Mt. Ember, also on One Island, and the Sapphire is in Six Island's Dotted Hole, but you need to chase down the Rockets to their Warehouse in Five Island to actually claim the Sapphire after you find it on Six Island.

Get over 100 Pokemon too get and beat the Pokemon league an than have to go to the place and I hope you can it and I hope I help and i'm so sorry I forgot how to do it good luck!!!
