No... It is impossible to all legendary dogs because the what ever Pokemon you get for a starter Pokemon will only able you to get the the one dog seems you got all starter doesn't mean you can get all legendary dogs because you just can't.

No, you can't you can only get the legendary dog that goes with your starter pokemon. That's also without cheating.
