On Birth Island. To get there, you need the Aurora Ticket. To get this, you must attend a Nintendo Event OUTSIDE the game.

You get him on Birth Island with a secret ticket. You can get this ticket from a Nintendo Event or cheats or Mystery Gift with someone who has a real copy of the tickets. I suggest cheats. Easy, an' cheap.

Use a GameShark or Action Replay code to get the Aurora Ticket. That will allow you to go to Birth Island, where Deoxys lies.
