I'm not sure on these questions but here are the answers or hints that could help. 1 You can't get them back if you ko them. 2 You get in by defeating the elite four when they have there upgraded pokemon. The hardest of there upgradeds Pokemon are Glacia's Lapras, Bruno's Machamp, Agatha's Gengar, Lance's Dragonite, and Your rivals starter at level 70 or 75.
So have all of your Pokemon level 75-90

1.Dude your supose to save in front of all Legendary Pokemon so that if you lose you can turn it off and on and they will still be there but after you made them faint and you saved the game your going to have to start a new game and try again.

2.Just beat the Four League and come back then boom acess to the cave and if you get to Mewtwo for your sake save it before you fight him.

1) No, they don't come back, you may have to start a new game, or do an Action Replay, sorry dude.

2) After you beat the Elite Four, go to the Cave and he'll fortunetly move once you show him you 8 badges. It may have changed in Leaf Green, I havn't played it in a while though, so if I'm wrong.... Sorry.

You have 2 beat the elite 4 once, Get the natinal dex And give the ruby and saphire to Ceilio!!!!

No they will never come back.
To get into cerulean cave beat the elite four then get the natinal by geting 60 Pokemon then talking to oak then get the sapire and ruby then get team rocket out of the icefall cave then go to the rocket warehouse on five island beat the rockets and the scientist (this happens when your getting the saphire)then the guy will let you in the cave.

I had the same problem. To get into the cerulean cave you need to first beat the elite four. Than you need to obtain the national dex (talk to professor oak after you have caught 60 or more pokemon). Now go to island 1 and talk to celio he will ask you to find the ruby and the sapphire. The ruby is in mount ember(by the rockets). The sapphire is on island 6 in dotted hole. Use cut on the door. You now have to solve the puzzle( just try different combinations until you get it right) then some guy will take it. Go to five island and beat the rocket warehouse. Now, go to cerulean and you will be able to acess cerulean cave. By the way mewtwo is at level 70 so be ready for a hard battle. oh and the mystics wont come back if you make them faint, sorry. Just save from now on before you fight any mystics.

I read that lengendary Pokemon come back after you have beaten the elite for if you made them faint is that true

Okay guys, if you will defeat E4, they will respawn. I cought Zapdos but traveling to MT. Amber Moltres was not there. What is the problem?
