You must first go to the safari zone and try to find the ''Gold Teeth'' it's in the very end of the Safari Zone. After Getting that and your reward the HM Surf. Go to the warden's house near the Pokemon center.The one with all the fences and give it to the Warden.

You have to give the false teeth to the safari zone warden then he gives you the Hm. It is called strentgh. I think you need the 5th or 6th badge to use it.

You got to get the gold teeth out of the Safri Zone and give it to that old man in Fusica City, and he will give you strength, "he lives right be side the Pokemon center, on the right hand side".

You get the HM Strength in Fuschia City. Go to the Safari Zone first and find the Old Wardens false teeth. After you give him his teeth, he will give the HM Strength. His house is right next to the Pokemon Center.

First get the wardens teeth at the safarii zone. Give them to the guy in the bottom right hose of the town and the man will give you it.
