You must trade Haunter in order to evolve it to Gengar. It doesn't evolve at a particular level.
You have to trade him with someone else then have (s)he trade it back to you.

Haunter will evolve into a Gengar when you trade it in the trading zone in the Pokemon center.
My haunter evolved when it was at it's highest point of happiness and then it evolved to gengar..
The same thing happened with my golbat when it evolved into crobat.

You trade him and then it will evolve into Gengar and then ask the person to trade it back to you. Enjoy your new Gengar!
