Is this team okey for the p.l(pokemon league?
Dewgong lv.36 blizzard surf sheercold double-edge.
Raichu lv.47 shockwave megapunch thunderwave dig.
Zapdos lv.53 thunderwave return fly drillpeck.
Pigeot lv.45 whirlwind fly wingattack featherdance.
Venusaur lv.48 strength frenzyplant solarbeam cut.
Snorlax lv.30 headbutt substitute rest snore.

There is an Official Pokemon Team Rating Forum. Post your team there and they will give you information you need. Well FR/LF elite 4 is the hardest of all in my opinion.your team won't stand a chance at that level and move set plus you need to balance your team..your really weak against Ice Pokemon and Fighting type attacks. Variety of Pokemon is needed in order to have a good team wheter if it's for elite for or battling your friends.

No. You need to do a LOT more training. Try going there when you Pokemon are somewhere in the Lv:60's range.

I'd level them up first. The elite four have Pokemon from 50-60 levels, I think, but either way lv 30 won't cut it, they're harder than giovanni

Not bad, but I recommend adding a fire Pokemon in place of Pigeot.
