Help I have two questions. Why are my encounter codes not working? And why does my action replay act like there's no game in?

Thats just one thing that happens with cheat devices especialy action replays mine used to go weird all the time then when it deleted my game data I got rid of it so you should just go in and get it replaced for a new one.

I think I know the problem to your 2nd answer.
If it acts like that,take the game carteridge out of the AR (Also make sure the AR is out of the gameboy) then re-insert the carteridge to the AR whilst it's not in the gameboy,and finally put the AR,with the game inside it,back into the gameboy.
