Get the tea from the lady on the first floor of the Celadon Mansion and give it to the guard at any one of Saffron City's checkpoints.

You have to get tea from an old woman from chcoreon city. "Spelling"

You get some tea in celadon city in the place where you get evee but on the side where the town is on and the lady on the first floor with all of the Pokemon will give you tea you give it to the gaurds

Go to the building you get Eevee in and talk to that lady inside. She will give you some tea or something and then give it to the guard.

Well, my friend, first you have to go to celadon city, then, go into the Pokemon mansion and talk to the lady on the ground floor. She will give you some Tea.
Give it to any guard in the buildings that lead to saffron. And they will let you through afterwards.
