1. There is a TM that you can teach a Pokemon or a grass Pokemon will learn it on there own
2. The cleanse tag I think powers them up
3. No there is not

3. Chaos black is an ellegal game mad by a guy who deleted his Pokemon game and built his own on the computer
It is allegal to emulate games(have them on the computer,which this guy did)
And it is ellegal to make a Pokemon game without the concent of nintendo and spread it across the net.
