You have to beat the elite four and then you have to get the ndex from oak and then talk to celio

I'll go in chronological order of things you need to have done.
Have you defeated the Elite 4 (Wave 1)?
Have you received the National Dex (obtained when you talk to professor Oak after beating E4 Wave 1 with 60+ Regional poke's)?
Have you talked to Celio to activate the Ruby/Sapphire Plate part of the game?
Have you beaten both of the rockets?
If you say yes to all of those, then it is likely that your game is bugged, and that I can't fix.
