Once you give the Ruby to Celio, he'll give you the Rainbow Pass, which bids you access to these islands.

During the game itself you will recieve tickets that will allow you to get there. You need to beat the Elite 4 at least to get those tickets I believe.

To gain access to Islands Four, Five, Six, and Seven, exchange the Ruby and Sapphire plates with Celio for a Rainbow Pass. This item will grant access to any islands that were not available prior to acquiring it.

You beat the elite 4 and get 60 Pokemon then go to Oak show him then go to Island 1 go where the rockets were on Mt Ember fight them go into cave get Ruby and show Celio.
