Okay so what you have to do is:
1.)Go to a house in Cerulean and talk to a guy he will give you a powder jar.
2.)The go upstairs in the Pokemon center talk to the woman to the far right and choose berry crush.You have to have a friend playing with you or else it just wont work.
3.)After you have gottne some berry powder go back to the guy and you can trade things for your powder!
