Electabuzz, the adult form, is in the Power Plant in Fire Red only. Elekid results when it is bred with a Ditto or, if Electabuzz is female, a compatible male.

If you mean electrobuzz you have to trade for it I think it's a raichu you need but not sure it's in one of the upstairs in the halls wich you can go through on a bike

You can find it's adult form in the power plant and you'll have to breed it to get elekid.

Just look up electarbuzz on your pokedex and go to it's location,and make it mate with Ditto.
