Save up coins at the game corner,go to the prize exchange,get a dritini,and it evolves at level 32.

It's not common, but you can fish for it in the Safari Zone. An easier method may be evolving Dratini at level 30.

Go to safari zone and go to the the any water in there and use super rod
To get dragonaire.

Dratini, which evolves into Dragonair at level 30, can be found in the water in the Safari Zone. You can also buy it in the game corner but it takes a hell of a lot of time to get enough coins for it.

Get a Dragtini... And level it to level 30. If not 30 then it's 36.
