To get to the Sevii Islands you have to beat the seventh gym. To trade with Ruby and Sapphire you need to give the Ruby and Sapphire gems to Celio once you beat the Elite Four. And yes, doing this enables you to trade with Emerald also.

The islands you'll first visit when you defeat Blaine and sail with Bill. It is possible to trade with Ruby, Sapphire, and Emerald, but from the looks of it you're far away from that point (collecting the Ruby and Sapphire plates and giving them to Celio).

To get to the islands beat the gym in Cinnabar. When you leave the gym Bill will take you to One Island.
To trade with ruby/sapphire/emerald you have to beat the Elite Four with 80+ Pokemon on the Pokedex. Prof. Oak will give you the National Dex. Go the islands and collect the Ruby and Sapphire and give them to Celio. You can now trade to ruby/sapphire/emerald.

Once you beat the league and have caught 60+ Pokemon, and Oak has upgraded your pokedex, you can go find the Ruby and Sapphire gems once done give them to Celieo on Island 1.
