I am currently trying this one out, but people say once you've caught the first 150 Pokemon, go to the Celadon Mansion in Celadon City (go in the back way) and talk to the guy who is the game designer.

No there is no way to get Mew with out a cheating device unless you trade with a friend.

Have a 2 Pokemon Emeralds and 2 wireless adapters and have mystery gift on both of them.(At any Pokemart goto the paper on the desk. Put {LINK TOGETHER WITH ALL} and they will say something like "Oh so you know about mystery gift?" Save it and turn it off. When you play again you can use mystery gift. Use mystery gift with both Emeralds. If you get the Old Sea Chart (I think) you can ride the ferry after the Elite Four and you use the old sea chart. Mew will be on the island. Chase it around and finally you will be able to catch it. Trade it to LeafGreen and voila!
