Rock Smash from what I know is located in a house, were someone gives it to you.

Go to Mt. Ember Spa and talk to the old man who apparently founded the Spa. He will give you the HM Rock Smash, although I wouldn't advise you use it unless you need to, it's a rubbish move.

First go to island 1. Then surf up like you are going to Mt.Ember. Keep going even when you are on land. After awhile you should run into a cave. Go into it and talk to every person there. (There are only 4) And one of them should give you rock smash.
