After you beat the elite 4 you get the national pokedex from professor oak and then you go to one island you then go to mt. Ember and near the top there will be 2 team rocket grunts you fight them and then go into the cave they were standing by you go for a little while until you get to a fork you take the left one and keep going for little bit and then find the ruby.

It is on Island 1, Up near Mt. Ember. Two guys in Team Rocket gaurd the hole.
