Ok... This might seam weird but... Wen I went to the e4 theres this girl bloking the entrance and sayin loralies not here right now. Is there something I have to do?

You must kick the Rocket's out of Ice cave before going to the Pokemon league.

Yes you got to go to island 2 or it might be island 4 "can't remember",and go inside the cave and defeat team rocket.

Ok, first you have to go to 4 island and go to ICE FALL cave and get HM Waterfall. Then go back to the entrance of the cave and use waterfall to get trough the "waterfall". Then somewhere around there you will her Lorelei battle team rocket members.....Beat them and she will return to the Elite four even more powerful than before...
