Yes you have to use a action replay or a gameshark.

You can only get them by special event but some people beleive if you beat the elite 4 12 times you get Mew and when you beat them again with Mew in your belt 12 times you get celebi and the are action replay codes for the two pokemon.
Try any suggestion.
