You should have at least obtained the National Pok�dex, given the Ruby and Sapphire to Celio, and done your thing at the Tanoby Key on Seven Island. The Dog that will appear on the Kanot mainland will be Raikou if you started with Squirtle, Entei if you started with Bulbasaur, or Suicune if you started with Charmander.

If you mean how to unlock them to get them, you need to beat the league and have over 60 pokemon.

You can only catch one it depends on your starter. You set the dof free after you have the national dex and have beaten the elite four it travells round the map like they did in gold silver and crystal
