Beat the rockets in icefall cave then go to island six go to dotted hole there use cut the door will open then you have to go down the right holes to reach the bottom

Its on Island 6 in a cave that has a steal door use cut to open the door push the start button and choose the Pokemon that knows cut and open the door that way.
