Yes there is I think it's on island one or two if not check all the island from 1-7.

On Island 2 next to the Game Corner. You have to give him two Tinymushrooms (which are attached to wild Paras) or a Big Mushroom (attached to some Parasect).

Yes there is, on Two Island. Catch two Paras and take off their Tinymushrooms (or alternatively ctach a Parasect and take off the Bigmushroom if it has one) and give the Tinymushrooms/Bigmushroom to the guy near the Game Corner there. And he's a move tutor, I don't think he re-teaches moves that you've forgotten unless it's on his list or something.
