You have to step on the white circular thing. It will move the boulder.

You have to use strength and push it all the way to the other side there will be a button on the other side push the boulder on the button.

Give one of your pok�mon Strength. Use it to move the boulders onto white circular ares on the ground. I would advise you give it to a pok�mon that knows a move you have on TM, delete that move for Strength, go to the Pok�mon League HQ so you can Fly back there (give Fly to a pok�mon you won't use, then deposit it once finished), Fly to Fuschia and go tot he Move Deleter to delete Strength, now Fly back to the League HQ, deposit the pok�mon you gave Fly to and get back the pok�mon you want and give the move you had to delete for Strength to get past Victory Road. Since Victory Road is a great place to train you might not want to go depositing pok�mon to use Strength. Trust me, you don't want Strength.
