Go to Six Island. Go to the South half and use Cut on the door to the ruins. They will open.
Go down the holes until you find the Sapphire. A scientist will tkae it from you and he'll give you the second password (you should already have the first) to the Rocket Warehouse on Five Island.
Go to the warehouse and beat all the Rockets. Then beat the scientist and he'll give you the Sapphire.
