There is no "best place". You can randomly run into him. Don't kill him or let him use Roar because you won't ever get him again.
Once you've ran into him get a Wobbufet, make sure you have lots of Ultra Balls, and track him down then use Mirror Coat, which should get him pretty low, then catch him.

You can randomly run into him. Hears a hint don't kill him because he will never come back
