Question for Pokemon LeafGreen

I have some other questions to go along with my other ones:
1) how and where do I get the strength hm?
2) Why can't I get a national pokedex? I have 65 Pokemon and I went proffesor oak and he just said that it was good.

PLEASE ANSWER ASAP! Thank ya;)

1) You find the Warden's Gold teeth in the Safari Zone, then go to his house in Fuschia City and he will give you the HM strength!
2) If you have not defeated the Pokemon League then let me remind you that you can't get the National Pokedex unless you defeat the Elite four. But, if you have already done the Pokemon League, then your game might be messed up.

1.) To get the strength hm you have to go into the safari zoneand find a item called "Gold Teeth". I reccomend getting surf as well while your there, when you have the gold teeth and when you next exit go to the house east to the Pokemon center and take it to the person who lost his gold teeth and he will give you HM Strength.
2.) You must have faced the Pokemon league atkeast once and won. When you have done that go to proffesor oak and he will give you and your rival a natonal pokedex.
