Lugia can be found on Navel Rock. However, you need the Event Item Mystic Ticket to go to Navel Rock. The Event ended a long time ago. If you didn't get it, you cannot find Lugia in Pokemon LeafGreen.

You can still obtain Lugia by Trade or by a Cheat/Code.

Lugia is an event-only Pokemon, and his event stopped running a LOONNGG time ago. You'll need an AR Code to get his Event Item, and then you can find him at Navel Rock. Hope this helps!

The event passed a long time ago so you might as well just use this code if you have an action replay.

A event ticket action replay or gameshark is needed to get Lugia sometimes you can find an event ticket at an garage sale from a person that went to the event.
