The Soothe Bell can be found in the Pokemon Tower. It can be found in place where Mr. Fuji was standing.

You can found it in the Pokemon tower using the itemfinder where Mr Fuji was standing, at the top of the building.

Yes u can find catch at least 80 and u get item finder then go to lavender townGuest answered:
You have to go to the top floor of the Pokémon Tower and then use the Itemfinder directly on top of where Mr. Fuji was standing when you defeated Team Rocket.
