I know how to get where you'd like to go, but it's pretty tough to explain. I believe it would be easier to find a Video on how to do it. I bet you can find a Video on how to get to the end of the Safari Zone on this site or on Youtube.

You just explore, and when you reach the end there is an item called "GOLD TEETH" pick it up, and then continue to your left. When you reach the building, go inside and talk to the guy. He will give you HM 03, SURF.
