Go into the ship at vermillion city.then go to the top floor of the ship then you will be faced with a rival battle.after that go up the stairs and talk to the captain then he will give you th hm for cut.before you leave I would recomend fighting everyone and in one of the rooms you can get the tm for brick brake.then exit the boat(but make sure your done otherwise it will take of and you would miss out on everything else.

You have to go to the S.S. Anne in vermilion and talk to the captain... Assuming you have the gba version.
