You need to have started with Charmander, defeated the League, and obtained the National Pokédex.
Suicune then should be roaming around Kanto.

I found my Entai in the patch of grass near where I fought my rival outside victory road but I think he moves each time you use fly or go into a Pokemon centre.
If you see him once and get his health down, he will thenflee so you have to keep looking on your pokedex. I think its himyou use the master ball on I know I did.

Go to the city where you defeated Morty, the gym leader with ghost type Pokemon (I forgot the name of the city). There's a tower there (Mystic tower I think). You can randomly catch Suicune (even Raiku or Entei) by searching. You have 5% chance of catching each of them. But before you do this, you must defeat the elite 4.
