You need to have 60 or more pokemon, then go to Prof. Oak. he will give you the national dex.
Then go to celio, talk to him go to mt.ember and fight the rockets.
Ok, go to the cave behind the rockets and get the ruby in the cave, give it to Celio,
He wil give the rainbow pass and now you can go to 4,5,6 and 7 island!!!
