go to fushcia city and go to where u can surf anhd surf towards seaform islands then go in caves you'll need to know strength because of bouldors and then soon enough you'll find articuno good luck.... call me poke master :]

umm yeah you do that when you find him make sure you have a pokemon near his level and you should save it before you battle so if you mess up you can just turn it of and start over.make sur yo have 10-20 ultra balls. if you want it to be easy try and cause it a status problem like paralyzing it or putting it to sleep. if you decide to paralyze it paralyze it if you decide to put it to sleep lower its HP first.Thats how i did it and i just need to catch moltres and ill have all three legendary birds.
