Go to Vermillion city go into the pokecenter and there should be a battle girl talk to her to get the vs seeker

First go to Vermilion City. Next go inside the pokemoncenter. Then talk to the peson standing next to the counter. She will say something and then she will give you the Vs. Seeker.

Go to Vermillion City, and go into the Pokemon Center. Right by the desk is a girl. Talk to her and she will give it to you.
