Mr. Mime does not evolve, but Porygon does.
You must trade Porygon when it is holding the item called Up-Grade, and it'll evolve into Porygon2.

Porygon evolves.Trade it while it's holding the Upgrade item,and it'll evolve into Porygon 2.
Mr. Mime,however,doesn't evolve.

Mr. Mime- no.
Porygon- yes.
You must get an item called Upgrade from Silph Co., give it to Porygon, then trade it. Trade back, and you have got a Porygon2!
