You are granted access after you defeat the elite 4. You will find mewtwo at the end of the cave.

Get 60 Pokemon on your pokedex and beat the elite 4 then talk to prof oak get an upgrade then To to one island and talk to Celio it starts as a mission for prof oakMarioEX* answered:
Oh you fixed your mistake from the emerald! Well beat the Pokemon league,get national dex 60+ Pokemon on your pokedex, go to the poke center on one island talk to the guy who is bill's friend he needs a ruby stone go get on mt. Something(its on the same island) then give it to him than he will give you a pass to 4-7 islands now he will need the sapphire stone so go to four island get waterfall in the cave use waterfall in cave. You will meet the first elite four member and than you have to fight some team rocket dudes. Now go to 7 island or 6 island(not sure) Go to the ruins that are on land(you will know if your close by meeting a bunch of ruin manics) When you find the door to the ruins use cut on it(yes I know cut it's kind of funky)and it will open figure out the puzzle on your own. Yay theres the sapphire stone! Wait a minuet a scienctist comes form no where and takes the stone to team rockets base on 5 island. Now go to 5 island beat the team rocket people fight him he will give you the sapphire stone. Go back to one island and give it to the guy in the Pokemon center and now you can trade with ruby,sapphire,emerald,XD etc. And the best part the guy in front of the cave is now gone! Also you probably know this already but mewtwo is in there!

You must beat the elite four and gain the National dex, complete the Islands events and TaaDaa, you can neter. At the end is Mewtwo..
