To get a Chikorita you would have to have completed the National Pokedex on Ruby, Saphire or Emerald. You will get a Johto Starter. You will then have to trade it to Leaf Green.
There is a Gamecube game called Pokemon Colosseum. That is another way to get Chikorita, Totodile and/or Cyndaquil.

To get Chikorita you must complete the Kanto Pokedex. Then you go to Oak and he will have 3 pokeballs which of course you should Chickorita would be the first one.
Pokemon Colloseum is the game devolped for Nintendo Game Cube. You can link you GBA to the Gamecube and you can get Pokemon off the Colloseum game on your GBA game.
