If you mean get tea. You talk to the old woman with all the pokemon. She is in the one building in the town where the pokemart is. It is on the East side of town left of the pokecenter. Talk to her and she will give you tea.

Rangerman is talking about Celadon Cuty. Go to the Pokemon Mansion and talk to the lady on the first floor and she will give you the tea.
