Ultimatemewtwo21 I can answer your first question. You have to trade from coloseum because in coloseum you snag Bayleef, Crocanaw and Quilava (or Typhlosion I can't remember).

Then you trade them over and breed leaving you the Pokemon you wanted, its a bit of hassle but its worth it!!!

I have the answer to question #3 to get Mew (the real way) is trade a Pokemon from a friend that knows cut DON'T GET THE HM CUT!!! so the ss.ann won't leave then get surf beat the 1st, 2nd, 3rd, 4th, 5th, and 6th gyms then use surf on the area right befor you enter the door to the ss.ann then you will find an Island with a truck move the truck and mew will come out!!!! See that wasn't hard WARNING:may not work!

#4 Legendary dogs will appear in Kanto. The dog you find will be the one super effective against the starter you chose. Ex: If you chose bulbasaurs you find Entei.
Best way to catch the dog is to buy a ton of max repel and have a lvl 49 Pokemon in your front spot. The repel will turn away all Pokemon under lvl 49. Then I always go to viridian city and run north into the patch of grass. Everytime you change areas such as viridian city to route 2 the dogs will change to a different area. Keep running through the grass for a bit if you don't find the dog run down into viridian back up and repeat until you eventually encounter the dog. Master ball highly recommended as they can flee battle. If they flee you can still find them again(pokedex will also show their location). But if you K0 them they're gone for good

And for 2nd question is 6 or 7 Two or three outside the ware house. (Inside the ware house) one near the tricky machine one admin in the left corner two strong admins in right corner and a bad scientist who stole the Sapphire in first place .
