Save Mr.Fuji from Team Rocket in Lavender Town, then he will give you the Pokeflute. You can then use it to awake Snorlax and clear the passageways to other routes and towns.

It really is simple all you have to do is save that guy named Mr.Fuji and he's like I don't know if this will help you but have it PRESTO you got a poke flute to wake you the two snorlax's

I think you go to the top level of Pokemon cemetary tower and help out the one man at the top. He will give you the flute after you help him.
