No, bulbasaur cause the first two trainers you will meet are Brock and Misty. Brock's ultimate weakness is grass and Misty's Pokemon are somewhat weakened by grass attacks too.

All three are strong in their own way, and each will have advantages over each gym member or disadvantages. So to bo honest, it doesn't really matter too much, it just depends what Pokemon you'd rather have.

What do you mean By best.There is a lot of things that makes them all unuiqe Squirtle has high D and SP D. Bulbasaur has the spore atacks. Charizard learns moves with high power.

The best one to obtain is Charmander. He is the best one to choose because you can train him to learn a rock killing move for Brock. [Rock Type Pokemon Gym leader] Then all you will have to catch a Pikachu, simply because you only need Pikachu from one Gym leader, Misty. [Water Type Pokemon Gym Leader] Charmander evolves in to Charmeleon, he can learn Dig, for Lt. Surge. [Electric Type Pokemon Gym Leader] Complete destruction for Erika [Grass Type Pokemon Gym Leader] because she used Grass Types against to your Fire. Next is Koga. [Poison Type Pokemon Gym Leader] Almost all of the Pokemon that are in this gym is Bug/Grass/Flying. You either can use Pikachu for the one Flying type here, and Charmeleon/Charizard (I had Charizard by then) to kill every single Pokemon in here. Blaine [Fire Type Pokemon Gym Leader] is going to be destroyed now. Charizard can learn Earthquake. So Obliteration is time to shine. You're going to need a different type of Pokemon for Giovanni [Earth Type Pokemon Gym Leader, and The Leader of Team Rocket], but you will be able to acquire a different by this point wont you?

Bulbasaur is good 4 the first 2 gym trainers
Charmander is good because he evloves into charzard and you dnt need pidgey
Squirtle is only good fo the last gym leaders and cold no surf so you dnt need 2 worry bout water types
4 me I got squirtle and taught him mega kick 4 misty because you no water vs water vs misty for charmander I raised bellsrput and bulbasuar I beat misty with a hit but the restof the gym leaders ittl b easier because you can go anywhere

IT really doesnt matter which one you choose at all, just keep it stronger than your rival and the gym leader. Rival always picks the Pokemon that has an elemental advantage to yours. I beat misty with wartortle. Water pulse has very very little effect on her. (why is wartortle a she anyway...) And water gun isnt strong or too weak agains starmie or it's "brother" so long as you are a couple levels higher. Strong against rock if nothing else. Handy in caves

Well, there is not really a better starter than the others. Each of them have advantages and disadvantages against certain gym leaders, Elite Four members, and the Champion. It all depends on how you treat your Pokemon and how you use it. It also depends on the moves that you can combine into a special move Combo that each Pokemon has.
