How do I get togepi?i went to island 5 and go left and surf up and then go left and right but on the left there is the man said "u traveled all the way here ...... And he checked on me but he didnt give me any egg

He will only give you the egg if there is free space in your party and if the Pokemon first in your party loves you so put your starter first in your party since these are the ones who love you the most
