How do I catch sycther in Pokemon leafgreen?and where is a good place I could catch a legendary dog?(i started with charmander)

Suicune is random and he will appear anywhere go near the grass near indigo plateau,and he will appear after a bit if luck comes.syther appears in fire red I believe.
