What party Pokemon do you need and at what level do you need them to be if you choose Bulbasaur as your starter pokemon.

Well realy the only Pokemon you need is a mewtwo
I beat the elite four all the time with it
Moves:
Thunderbolt (works great on loreli)
Psycic (works great on bruno)
Shadow ball (works great on agautha {sorry, bad spelling})
Ice beam (works great on lance)
If you don't have a mewtwo:
Teach your bulbasaur solar beam
And sunny day
So, basically if you picked bulbasaur, your best team is
Any electric Pokemon (I suggest zapdos)
moves:
Thunderbolt (gamecorner prize)
Shock wave (power plant)
Thundershock (should learn on it's own (should)
Player's choice

Articuno (seafoam islands)
Ice beam
Fly
Blizzard
Player's choice

Moltres
Fire blast
Sky attack
Flamethrower
Player's choice

Bulbasaur (I hope you evolved it into venasaur)
Solarbeam
Sunny day
Gigadrain
Razor leaf

Any water Pokemon (I suggest lapras)
Water pulse
Surf
Ice beam (should be able to learn)
Player's choice

And any other Pokemon (the ones I listed should cover it, but
It is always good to have a back-up plan.)

Personally, you should have at least
Rhydon: Lv 50 - 100. Needs to know a fire type move (Fire Blast, etc.) and electric type move (Thunder, etc,for Loreli) Phychic (if it can learn, for Bruno) and Blizzard or Ice beam (for Lance)
Mewtwo: Lv 70+. Automaticly knows Shadow Ball (great for Agatha), already knows Phychic (I think, good for Bruno) and Fire Blast and Thunder (for Loreli)
Articuno: Knows Blizzard and Ice Beam automaticly (good for lance) Surf and another strong water type move (good for your rival because he will have a Charizard)

I'm sure that the champion is your rival? (havnt been on for a while)
So heres some suggestions:

Lapras: 60+. With Surf, Perish Song, Destiny Bond and either a healing move (Recover, Sofboiled, etc.), a protect move (Protect, detect etc.) or a another strong water attack (if it can learn Hydro Pump then learn it)
Another Rhydon: 60+. With Rock Blast, Earthquake, Selfdesrtuct and Rock Tomb (if it is availible of LeafGreen and FireRed, or is it just Ruby and Sapphire?)

I have forgotten the other types of Pokemon your rival has, I can only remember the champions Pokemon of Ruby and Sapphire. Choose either Moltres or Zapdos.
