They appear randomly. And you can only get one. It depends who you started with.
The following is what you get.
Squirtle-raikou
Bulbasaur-suicune
Charmander-entei
You can only get them after you beat the Pokemon league. They also mostly appear on route 6 but they are hard to find. Once you find it you should use the masterball because the other legendaries can be caught with an ultra ball. Hope this helps and good look finding it.
