Actually the locations of the switches are random, so I can tell you that keep looking into all the pails, when you find a switch in it, check one of the nearby pails for the other switch, if failed the switch will change into another location and you must repeat the process until sucess.

I found a way to open both switches.
The second switch is next to the first one.

Here ask the sailor person to the right side of the gym, He'll tell you that "When you open the first lock, the second is right nest to it."

Just find a switch in the corner and save the game then choose between the right or left if it was wrong reopen the save file then choose the other one Thank me later

The way is like this,beat all trainers in there,talk to all of them now find for switch one and after you find it.
Talk to the sailor and he will say the second switch you will find is right next to the first one now save your game, try looking for the other one it could be the left or right.
If you make a mistake just exit your Pokemon game and load back your game
And find the second switch and now congratulations! And now kick the hell out of Lt.Surge!!!
By the way if you ask what Lt. Stands for it stands for Lieutenant

Once you find one switch, save the game. Then try another bin, turn it off and on again and then try another, repeat the process until you find the correct one

When you enter the gym, you will see many trash cans. Find a trash can with a switch in it and the second switch is beside it. It will be random. If you fail, the switch will be shuffled again.

The second switch will always be the trash can directly adjacent to you. For example: if you click the first switch from the top, there will be another trash can directly behind you, closer to the top of the screen. Hope this helps!

Easy max 2 minuts to solve the puzzle:
Find the first switch, then save the game. Then try systematicaly to find second switch, if it's not in the next garbagecan then reset the game and try another one 😀
