It depends on your rival's starter.
Bulbasaur-Flareon
Charmander-Vaporeon
Squirtle-Jolteon
(trust me, I started with Bulbasaur and I faced my rival. His Pokemon was Charizard LV50 and my pokemon was Vaporeon LV32.
I just used surf two times and I beat him. Vaporeon has a high defense, trust me.)

JOLTEON is the best to evolve into because of pin missile. It is a bug type which means its super effective against grass, psychic and dark types. You'll really need it against sableye because its the only super effective type to beat it. Also it has really high speed and really high special attack.

I would have to say Jolteon because of this chart I made below the equal sign to the name of Pokemon is the winner
Vaporeon vs flareon=vaporeon
Jolteon vs flareon=it depends
Vaporeon vs jolteon=jolteon
So results are Jolteon.Hope this helps!!
