No, but you can encounter it in the water.

No at all. You can catch it on the grass like any other pokemon.

To get suicune the conditions are: you have to have cahrmander as starter, you got the national dex, and I think you can find on water as long sa your in kanto but I always find mine if I start a new game on the route right of fuschia
